No, the parties still have the option of making the primary open or closed for their party (the Democratic primary was open, the Republican was closed this time). But the top two winners are on the ballot in statewide elections. (Thus we have no Republicans at all running for statewide office, bwahaha.)

For the record, I believe the only portion of the Republican primary that was closed was the Presidential primary.

I had the Democratic ballot and there were Republicans listed for every position except president. mr. klys got the Republican ballot and left that field blank.
