Yeah, I meant for the Senate. So the Dems walk out. McConnell can just steamroller ahead, can’t he?

I thought a quorum required a supermajority, in order to ensure that the majority party couldn’t just ram stuff through in the absence of the minority. I may be misremembering, though.
