There is some merit to the fact that concreting over swampland has negative consequences. Also merit to the fact that the city of Houston has allowed subdivisions to be built within high risk areas including within the Addicks flood reservoir (that never over-topped since it was built until Harvey, but still). Both of these result in increased damage. But yeah, they have nothing to do with the amount of fucking water that dropped on us and the shocking increase of the severity of the storms we have been seeing the past decade that are continuing to worsen.
