I think that she was in favor of it but knew that if it backfired, both her own career and the whole party would suffer from it. There is only one right moment to leap out of cover to tackle a sitting President and I think she chose her moment well.

I still have the image of the veteran rock and roller waiting backstage as the crowd is cheering and calling out for them to appear, the younger band members are getting antsy and looking at the stage door, but Nancy keeps her cool until she senses the moment is right…

Given the two moments we’re constantly told about showing her as a brilliant Speaker (holding the line on SS privatization and the ACA vote), Pelosi has struck me more as an enforcer than a leader. She is great at pistol-whipping the caucus into line and keeping them from straying, but there’s really not a lot examples of her turning public opinion in the party’s favor.
