From my reading of actual history, the 3/5 compromise was reached because the slave states wanted their slave population included for the purpose of determining congressional representatives based on population, and the non-slave states did not want the slave population counted at all.

There was an impassioned speech at the Constitutional Convention (I can’t remember who made it) along the lines of, “if you want them to be counted, make them citizens and let them vote. If they can’t vote, they’re not citizens and should not be counted.”
