The details are lacking because what’s being put forth currently is just a bare bones proposal, opening a 90 day public comment period. It looks like an olive branch being offered out to the bishops, in the hopes of bringing them to the table to hash out something that will make them happy. It’s a fool’s gamble, as they’re not interested in compromise, else they’d have accepted the initial revision of the mandate.

I doubt very much they’re under any illusions about courting the Bishops. They’re likely plenty happy with some of the Catholic moderates (like the Catholic Health Association) who shifted on board with the President’s previous ‘compromise’ statement.

I’m still not seeing what’s being bargained away here. What’s the olive branch or white flag or whatever? Previous DHS rules also went through a public comment period too.
