No - it won’t, and I myself think its time to let both Japan and Germany start building up a proper professional army, navy and air force, without seeing an attempt a world domination behind that.
I know this will be very difficult to accept for many, but they are our allies now - they are a different generation, and the world has not changed for the better, rogue states have proliferated.
If the burdens could be shared, we’d all be richer.

Japan may feel the need on their own. They have to see China rising. They already know the Norks want to pay them back for WWII. They will have to go nuclear at the very least and that will have to be a hard decision, considering their past.

Germany is another matter. Besides the Russians being odd now and then, they are not in the same rough neighborhood as Japan.

Both of them are still hoping and praying the USA sticks around longer. So they can avoid the reality of defending themselves.
