Does anyone know what are good tourist destinations in Western Europe in winter? Not for active stuff, just sightseeing etc.

Well, I visited Frankfurt in November in 2008. Was totally not dressed for the cold weather, because we had just come from Israel. But we did visit the old Jewish quarter where there is a beautiful 19th-Century synagogue. At the time we visited, there had just been a stabbing attack so there was police and security guards everywhere, and the most UNFRIENDLY Jews we ever met, anywhere—except for one old Moroccan man who saw us in the street and wanted to speak Hebrew with us.
