The earliest such camps I’ve seen referred to as ‘concentration” were hellholes the British in South Africa created for Boer families in 1900. IIRC, the US used camps during our “pacification” of the Philippines at the same time, though I don’t remember a cite for the term.
I’ve seen it used for earlier events; some of the places we sent the Cherokee, the Sioux, and others who were eventually relocated. And the Civil War POW camps like Andersonville…
