The difference is that now they’re automatically enrolling you in another plan. Back in the day you were invited to reapply and if you were healthy they’d take you, if not, so sorry but preexisting condition, you know…

(Of course it is possible that folks with preexisting conditions in this current situation aren’t being automatically re-enrolled in a new plan. But they’ll be able to get insurance by applying for it, unlike the good old days.)
