What is it about these so-called whistleblowers? They do their stuff, and then act surprised at the consequences.

What it is, is these aren’t whistleblowers. Whistleblowers are insiders who have some degree of protection if they blow their whistle in the prescribed sequence—usually exhausting internal controls before going outside. Whistleblowers come upon crimes and failures in systems they are serving. These are spies who entered the system to take out information.
