The bits about the narrowing of statistics on those with prior gun assaults is going to be watched to see if it does bring about some better policing and then how the judges and prosecutors treat it and what that does to all the politics. Drugs and guns have so much baggage attached, it will be hard to allow new facts to have some impact.
