It’s VA. Keeping the SoVA contingent from getting their anachronistic ideas out of law is important. The lege is a majority repub. there, but not enough to override his vetoes. As to useful stuff, can’t answer. VA is a 4th-dimensional hell hole that I avoid. I just hear stuff on the radio.
