So here’s the thing. 93 cents out of every dollar collected by the WEA trust is spent on healthcare costs, compared to 70-80 cents on the dollar which is the national average. The new plan, while cheaper for the district, raises deductibles across the board. I wouldn’t be surprised if the benefits reduced as well.

There are two separate issues here, efficiency and coverage. It sounds like the district saved money by reducing coverage at the expense of some efficiency.
