I don’t know what is “manipulated”, but I do know that many commenters on this subject aren’t telling the whole picture.

One can easily see what Federal jobs are available, and the pay ranges, by just going to usajobs.gov . If someone is so jealous of federal employees all they have to do is apply for one of the many job openings.
