Peeking over a fence does not give you latitude and longitude coordinates.

In Vietnam, VC mortar attacks on U.S. Bases during ‘66 & ‘67 were relatively ineffective even tho there were VC infiltrators working on the bases as cooks, barbers, etc., gathering information. In ‘67 PA&E (Pacific Architects & Engineers - military contractors) started surveying the bases. And, you guessed it … from then on the VC mortar attacks were surprisingly accurate.

Same concept applies today except now we have GPS.
