That is not inaccurate. However, it is probable that the BBC is pussyfooting around the word “capital”.

You are correct in that it is not, technically, inaccurate. It would likewise be accurate for the BBC to identify Washington, D.C., Brasilia, Nay Pyi Taw and Abuja as the “seat of government” of, respectfully, the U.S., Brazil, Myanmar and Nigera. (n.b., I chose these four because, as with Israel, their current capital was not their original capital).

But the BBC does not use the phrase “seat of government” for the capital of those countries. Instead, for every country in the world save Israel the BBC identifies the capital city, correctly, as the “Capital”.

It is only Israel for which the BBC not only refuses to list its capital, but engages in linguistic contortions in order to avoid doing so. That, by any definition, is evidence of bias.
