First, I’m fairly sure he was talking about Burr.

Second, our electoral system is quite different than what Hamilton and the other Framers had in mind. Hamilton argued that electors should be chosen at the district level and that they should not be bound to a particular candidate.

Third, I doubt they envisioned a nation with 330 million people living in it. The 1790 census counted about 3.9 million, which is about the population of the city of Los Angeles today. It is actually fairly amazing that we operate under mostly the same structure today as we did then
