Um, no. They’re called “burners” because it’s well-known that they can start a fire. Direct quote from police officer:

I have to disagree with you. How or why it is named a ‘burner’ was not explained in that quote. The officer was explaining that they did not do anything that could start a fire, so his focus was on the ability to start fires when he mentioned the ‘burner’. His comments say they don’t use it because it can start a fire but that may or may not be linked to why it was named ‘burner’. Jumping to conclusions about why they used the ‘burners’ simply isn’t supported by what the officer said.

A burner’s primary purpose is to force people out of an area. It does that by causing a chemical reaction with the eyes and respiratory system that results in a burning sensation.

The fact it can cause fires would be a generally undesirable side effect.
