That would be a motion capture suit, used in movies to allow a computer to overlay an image on top of the person. Think Hulk or Thanos. “Melania” is digitally added later.

I’ve caught a few tweets alleging that a woman who looks like Melania, but who isn’t Melania, has appeared with Trump several times recently. Not sure if I can take them seriously. One side-by-side comparison suggested the fake Mel was shorter than the real one by a few inches, but the image for “the real Mel” had her standing closer to the camera than Donald, thus looking as tall as he, but “the fake Mel” was standing alongside him, and looking shorter than Donald.

OTOH, this administration is so consumed with image over substance, that replacing Melania with a “stunt double” would not be at all surprising.
