That’s the point. 3-4 star general officers have to be confirmed to take any position in the civilian branch of the government. Hence, Mattis had to be confirmed by the Senate.

That’s what I said, presuming you meant to say McMaster, not Mattis.

Mattis was retired, so he didn’t need confirmation of his 4-star status to take a jobs. But Congress made a law that the SecDef could not be a retired or active duty general, so they had to have a SEPARATE vote to exempt Mattis to allow him to serve as SecDef, in addition to confirming his nomination.
