There is the aphorism of “Do not attribute to malice that which is adequately explained by stupidity”. But this is Graham and Barr we are speaking about. In their case, you must always attribute to malice any pro-Trump or pro-Republican or pro-Russian position that they take. They are not doing this out of ignorance — they are owned by Russia, just like Trump.
