If they’re in the US, yes. A doctor in a foreign country is under no obligation to follow US federal law, let alone some state’s asinine law that violates best medical practices.

They will probably have difficulty getting foreign countries to extradite their citizens to the U.S. for mailing abortion pills. Of course the next GOP President will vigorously enforce the federal prohibition on mailing abortion pills.
