My libertarian streak says “whole world” but yeah, I’d say start with the NAFTA nations, and then expand it south. I’m a big believer in free trade and free movement of people, especially if we can use it to raise living standards and conditions around the world.

Some at the top fear an ‘averaging out’ process.
