im assuming that $2M fine has to come from him personally

the last NYS Charities filing - for the year 2017 had total assets (mostly cash and equiv) at $1.7M which also has to be liquidated
also note no charitable distributions were made that year

so he cant look to the charity to redirect the $1.7m and he has to come up with $2m more

winning!

I think it comes from the Foundation, which is also to be dissolved.
