Ironically, the fall of Rome is a reasonable case study in the dangers of having a parasitical class at the top. Not that wingnuts would appreciate this, of course.

As my favourite author notes: no society ever fell because of the failure of its middle or lower classes. It’s the failure of those with the responsibility of the society’s success, every time.

And it’s usually for the same reason. They mistake their own success for the success of the society.
