From what I hear of that usage, it’s a home where there’s a divorce and only one parent is present. I don’t think it goes much beyond that these days since divorce is less stigmatized now. But yes, I think it mostly goes without saying in most people’s minds that the father isn’t around. Though that has changed somewhat with at least a small percentage of dads getting custody these days. That was almost unheard of even 15 years ago.
