I cannot remember all the details…but Carter became a populist candidate by attacking Teddy Kennedy. I remember people talking about a speech back then that ripped Kennedy good as part of the problem with the DC insider power structure and Carter gained a lot out of that. Teddy was not a popular guy back then. He was still having a tough time getting over America’s outrage from his Chappaquiddick mess.
Teddy didn’t run in ‘76 but you still may be right.
