The best start to reducing violence (guns or not) is start by getting after the most violent people, particularly those violent people who use guns.

It’s really not. If you lock up those people, they will be replaced by other people. You have to look at why those gangs exist in the first place. It is not because of an evil conspiracy of gang members, it is for actual structural sociological reasons. If gangs are the problem, the solution is not arresting gang members: if you do, they will simply be replaced.
