Simply, I think that this was a crazy person who acted out, and it happened to be right in the way of American sexual hang-ups.

It was an elementary school. I don’t know but I think even if it just involved her being topless there’s something elementary school and her actions, which are weird enough, to cause a lot of people to display so called sexual hang-ups. Child endangerment? No. Just stupid lewdness.
