And that’s actually how that home appears to have been built - the first floor is not supposed to be inhabited space, but rather allow storm surge to flow under without causing damage to the habitable space above. The problem is that many homeowners turned those spaces into living units or store stuff there, or they are built at ground level. This is going to be real bad.

Lot of those barrier islands are going to be smashed. I have no idea why the hell development is still allowed.
