And if the state laws are such that felony murder or other manslaughter can’t attach, it would seem that this is a situation that would demand legislative changes to bring liability against those that engage in SWATting that results in the death, injury, or personal property damage as a result of law enforcement action (like say a police car crashing and killing pedestrians or other drivers while attempting to respond to the location SWATted). But for the prank call, the death and/or damage would not have occurred.

As for how to deal with Skyping/VOiP and 911 calls, I don’t know how they can prevent them (don’t know how they can make those calls to 911 more transparent to the 911 so they know whoever is calling is who they say they are and where they are calling from is actually where they’re calling from).
