The same way that the Tora Bora complex was a nest of caves and tunnels that enabled al Qaeda to operate. It’s the same way the Vietcong used the Cu Chi tunnels to infiltrate South Vietnam and harass/attack/regroup/rearm against a superior fighting force. Asymmetrical warfare works, and guerrilla warfare relies on things like tunnels and caves to avoid detection and caves/tunnels are tough to crack even with high explosives.
