Yes, Data died at the end of Nemesis.

HOWEVER, there was an extended universe comic book series released in 2009 that depicted events between Nemesis and the 2009 reboot film. I do not know for sure if it’s considered canon but, in that reboot Data was re-integrated by way of B-4 (the android found in Nemesis who he had transferred his memories to) and eventually became Captain of the Enterprise-E. The Picard show will acknowledge the alternate timeline established in the Abrams films, but personally I do feel a Data return is a bit of a stretch in any circumstances.
