I would say that DT has dementia and Joe knows what he is doing.

DT does not have dementia; he has always lived in a world where truth does not matter and he can bluster his way out of almost any trouble. He knows what he is doing and that is to take actions that benefit him personally; he has no interest in problems and issues that the average American faces.
