Wasn’t David Frum more of a neocon — you know in John Bolton mold — who didn’t really support (or maybe care about) GOP domestic issues but was eager to spread democracy elsewhere? So neither Trump nor Biden would be good in FP terms, but he would be opposed to the Trump domestic agenda and very opposed to the Trump attacks on democracy.

Yes, Frum made a name for himself as a Bush (The shrub) speechwriter. I have always viewed the Bush clan a a more polished and less needy (but just as greedy) version of Trump. (You do not get to be a clan of multi-billionaires by caring about anyone else.)
