I think he—or someone—multiplied the total number of crimes involving whites (4,091,971) by the percentage of those crimes attributed to a black attacker (13.7%). This equals 560,600 black-white crimes where the attacker was black. Then he multiplied the total number of crimes involving blacks (955,800) by the percentage of those crimes attributed to white attackers (10.4%). This equals 99,403 black-white crimes where the attacker was white. Then he added the total number of black-white crimes (560,600 + 99,403) to get a total of 660,003. Finally, he divided the total of 660,003 by the number of incidents were the attacker was black (560,600) to get 84.5 (84.9%).

So I get 84.9%, although that seems like a strange figure. Maybe I’m doing it wrong.
