It is a good idea. For our phones and laptops too. Reliability is a huge challenge. One of the first applications will be for police. Unlike a rifle at home for hunting trips that gets shared among family members, a cop needs a gun to go inert if taken. But if he has to reboot the biometrics or that gun fails to shoot (the most common malfunction by miles) we have a problem. It will take money like that grant and much more. DARPA/DOD cash.

I think some forget what a big engineering and design challenge this is. For instance name the device of similar size that has that kind of one person only feature? Anything at all anywhere?

It’s very much the same as the auto industry. We could have had flex fuel cars in 30 years ago if they hadn’t been so dedicated to the status quo.
