I am really curious. How is it more derogatory when used by a white person than by a black person?
As used by a black it means that the black person has sold out to the man -to white culture. It is the new form of the old Uncle Tom insult.

As used by a white [as I’ve witnessed] it is a slander saying basically that no matter how eloquent, well-spoken or successful, he or she will always be viewed as a non-white wannabe. It is derogatory any way you cut it.
