Okay so I’m expecting with this bit about the Ferguson PD not even filing a report that Holder and DOJ are going to get involved somehow. Then I expect the second phase of this which will be to bellyache about the Feds getting involved.

What is the protocol? Since they handed the investigation over to St Louis county would they both write incident reports or would the St. Louis County investigator be responsible for taking statements and writing the incident report? I honestly have no idea how that would work.
