My Chinese resource said, yes, there was an incident of a local neighborhood leadership welding people into their apartments. It was an isolated incident, maybe incidents, of overzealous and panicked people taking the gov’t directive too far. It as not condoned by gov’t, nor accepted by residents. The wrongdoers were called on it and apologized.
Most apartment doors in China are metal.

Their doors are metal but their eating utensils are made of wood?!?!? What a messed up place!!
