The fifth amendment applies to him too, he cannot be compelled to even make a statement much less put anything in writing if he chooses not to. Any lawyer would tell their client not to make any statements or fill out any reports in a questionable shooting where he might be charged. His lawyer is probably the only one actually talking to the police, prosecutors, or FBI at this point.

I was under the impression that he didn’t even get a lawyer until days after the shooting, when the FOP said they’d be providing him legal representation. Was there a union rep waiting at the station to tell him what to do, what not to do, and how best to avoid leaving incriminating evidence? Somebody, either Wilson or one of his superiors, knew this was going to be a legally questionable incident and didn’t bother to follow procedure before the cover-up began.
