There’s that, and he may not be completely stupid. I imagine Drumpf and his team are trying to ram through as much of their crappy agenda as they can, as quickly as they can, because they all (well, all except Drumpf himself) realize that there’s a distinct possibility that the Trump Administration will be one of the shortest-lived administrations in American history.

I gotta admit, that thought’s occurred to me. They’re acting frantically, like they’re running out of time or something and they’re keenly aware of it. Maybe it’s something in the back of their minds, something they don’t even like to contemplate, but it’s unconsciously driving their actions.
