Why don’t we have ballistic missiles with non nuclear warheads to respond to the same? Because we depend on nuclear deterrence immediately or conventional forces days or weeks or months later to get it done.

That’s for other platforms—mostly cruise missile. The most valuable contribution of conventional forces is to make nukes optional.
