Line of succession for the cabinet secretaries is based on when the Department was formed. This is why Sec-State is ahead of Sec-Def

In 1792 the President pro tempore of the Senate was before the Speaker of the House. In 1886 Congressional succession was scrapped in favor of Cabinet replacements.
