We had a similar problem here when Colorado made weed legal.

Wingnuts in the Unicameral advanced the idea of closing all the roads crossing the Nebraska-Colorado state line except for paved ones (there are eleven paved roads which cross), and allowing vigilantes with guns to patrol the state line to ā€œassistā€ county sheriff departments in ā€œapprehendingā€ smugglers.

That got shot down when farmers and ranchers here all objected. Many own property on both sides of the state line and would be hurt by having to take farm equipment many miles to a paved road. Other farmers and ranchers objected to armed wingnuts going on their properties.

I guess the simpler approach of making weed legal in Nebraska hadnā€™t occurred to them.
