For some nations that’s true, but not for others. EMP is only really effective with an H-Bomb, A-bomb likely could not generate enough yield. Now, an fission bomb could generate an EMP strong enough to knock down several dozen planes if aimed right, but even the Norks aren’t dumb to do that. That would kill hundreds of Americans, maybe even thousands, but its main effect would be to piss us off. After which we’d proceed to nuke North Korea into a radioactive wasteland.
