The latest right wing anecdote for freak out purposes is College Park MD (pop. 30k or so) city council voting 4 to 3 to allow “undocumented immigrants, student visa holders and residents with green cards” to vote in local elections.

Noncitizens were often allowed to vote in state/municipal elections back in the 1800s.
