Of course, the US congress has to approve whatever deal there is so expect them to fuck it up royally.

The beauty of the agreement made to allow Congress a vote is that the clock starts ticking the moment the President presents the deal to them, which means they can’t just stall for time in the hopes of scaring Democrats up for reelection into supporting a bill to reject the deal. And he doesn’t need to get Congressional approval so much as he needs to keep enough Democrats on his side to prevent a bill rejecting the deal from passing.
