Remember that Bannon’s goals are similar to Ryan’s. They both want to starve (grannies and babies), stop abortion, roll back SSI, SocSec, Medicare and do away with Medicaid, and all the other things Ryan wanted since…forever. If Trump does it he gets the blame, per se, but the end result is the same.

Once all that is done, THEN Ryan might do something. But not until. And congress, now held by the GOP, will not do anything to return these programs if they ever decide to dump trump.

Goal achieved.

Understood. That, however, is ignoring a number of other factors such as egos and careers. It’s more than ideology driving them - they’re also in it for personal power, in fact, that may be the main motivating factor for many/most. Given that (arguable) premise, I can see the ideology melt away in favor of self-survival.
